Planning is the most controversial part of Council policy, more so in Richmond because land is so expensive everyone wants to develop here. Richmond has one of, if not the busiest, planning departments in the UK.
The situation has been exacerbated by the impact of Labour’s centralist planning policies, which diluted the necessary local control and sensitivity. Whilst Mayor, Ken Livingston requested that Councils under his control redo their Unitary Development Plan (UDP) naming it the Local Development Framework (LDF).
The local LibDem Council has been complicit in supporting Ken’s policies, even in the face of public outcry.
With the election of a Conservative Mayor of London, Boris Johnson, there is now a window of opportunity to make a difference - to introduce common sense in planning. The Mayor’s ‘Planning for a better London’ reflects the principles outlined in the Richmond Declaration and it is expected that the Richmond document will be resubmitted to Boris Johnson as part of an ongoing consultation process.
Local residents have been grateful that their pleas have, at last, been heard.
